Meeting Minutes
April 15, 2003

1. Meeting was opened at 7:00 P.M. in the 1st floor conference room of Memorial City Hall
In attendance were members: Peter Gabak, Mike Deming, Jim Hutchinson, and Betty Lewis, staff members Mike Long and Alicia McKeen.
2. Approval of Minutes: Motion to accept minutes of January 14, 2003, February 11, 2003 and March 11, 2003 made by Jim Hutchinson, seconded by Peter Gabak. All members vote approval. Motion passed.
3. Certificate of Appropriateness:
A. 119 South St. – Stankus Carriage house roof and siding
Mike Long reads through the application. Jim asks how will they make it the same color. Mike states that it will be painted. They will be using different doors. Someone had changed them 7 – 8 years ago. Mike Deming asks if there are any reasons not to approve the application. States that it will look better when finished. Jim Hutchinson makes a motion to approve the application. Mike L. asks for stipulation that the color matches the house. Jim states he wouldn’t worry as they have put in so much effort already. Betty Lewis seconds the motion. All members vote approval. Motion passed.
4. Other matters.
Peter states the new carriage barn at 102 South St. was supposed to have windows in the wall facing South St. and none were there. Mike L. stated that it was in the minutes that this was to be so and will write a letter to the owner to remind them of that. Thinks weather may have been a factor and that the building seems to have been done in “stages”. Also states the building appears too large for the area and should’ve been moved farther back on the lot. Owner has used paintable vinyl and house and garage will be painted to match this summer.
Jim questions if Westminster received a permit for their sign. Will check with Codes. Also, did Westminster finish the south side porch. Mike L. states it needs to be finished. Jim states place does not look good and wonders if all construction work is done. Mike L. states it is structurally sound but not trimmed out. Jim also questions the fence at 1st Pres. Mike D. states a letter re: the C of A has been sent to Corporation Council. Mike L. states they will be invited to the next meeting. Mike D. asks about the fence at Roselawn – a section had been removed to repair. Mike L. states to wait until the C of A has been changed before sending a letter to 1st Pres. A previous C of A was issued just to move the brick pier which was not done. They should just fix the fence and Codes should inspect. Betty states it is important to have a time limit attached. Mike D. states this needs to get going. Mike L. will speak with attorney next week. The revised resolution will
go to Council for a first reading and then be voted on the following week. Motion for the revised resolution made by Jim Hutchinson, seconded by Mike Deming. All members vote approval. Motion passed.
Mike Long states there is $15,000 from SHPO for the CLG. $7,000 from general budget last year being used for match for a Cornell student. Victor Gordon will be the new student. There will be $1,400 HRRB and $1,400 matching from Cornell to match money from CLG. Motion for the internship made by Peter Gabak, seconded by Jim Hutchinson. All members vote approval. Motion passed. Mike L. states he wrote a letter requesting another $7,000 from the City.
Preserve NY Grant Application – Oswego did a theme on the Underground RR. Funded to also do Onondaga County. Have application for Judy Wallman to do Cayuga County. Preservation League of NY will do match with in kind contributions. HRRB original application to her program for Harriet Tubman research which led into all other RR research. List CPC as co-applicant. HRRB will hold research as applicant for $15,000. Motion to accept made by Peter Gabak, seconded by Jim Hutchinson. All members vote approval. Motion passed.
Mike Deming – National Preservation League nominations. We need to decide who – 50 South St., 119 South St., Unity House. Mike L. states different awards can be given; salvation, stewardship (continuation), restoration. Also recommended – plaque for service to Liberatore and Cuddy to be presented at Council. Have Mayor do proclamation. Citizen to do piece for weekend – 2nd week in May – preservation week – have meeting just prior to Council.
Mike D. states application for Osborne Library has been denied. Unable to patch roof. Maybe get member item. All decorative plaster, ceiling and walls caving in. Steel from ceiling coming through. Peter asks if it will be razed if unsalvageable or sellable. Mike D. says anything is possible. Mike L. states there is significance there and can be used as a possible site for the prison museum. Next application due in May. Mike D. states another estimate needed and also testing for asbestos.
Peter asks what is happening with Farrell’s Funeral Home. Mike L. states there was some confusion and the applicant needed to go to ZBA.
Peter states a tour of Haight House is needed. Mike L. asks for volunteer to inspect. Peter and Mike D. coordinate schedules to go.
Mike D. will call about annual preservation awards. Mike L. will put together framed certificate for Liberatore and Cuddy.
Mike L. mentioned the gift give to commissioner Bernadette Castro – Historic sites blanket/throw.
4. Adjournment: Next meeting May 15, 2003 at Memorial City Hall at 5:00 p.m. – 1st floor caucus room. Motion to adjourn made by Peter Gabak, seconded by Jim Hutchinson. All members vote approval.
